荷蘭大學協會(Association of Universities in the Netherlands (VSNU) 和 John Wiley and Sons, Inc. 於2016年2月簽署了一份2016-2019年的協議，這份協議是關於協會研究者可以使用所有Wiley期刊並享有無限制免費將研究論文以Open Access的方式出版在Wiley期刊，作者無須支付APC (Article Processing Charge)費用，其實在2014年11月和2015年12月，VSNU就分別與Springer和Elsevier簽署類似的協議，目標界定於2018年前，荷蘭學術界30%的研究成果皆能Open Access。
