此篇研究透過文獻和個案研究來分析資訊科技環境和科技技術以及在圖書館被應用的例子來了解Web 4.0和Library 4.0。對於Web 4.0的崛起眾說紛紜，但對Web 4.0的特色則有共識的認為是可以同時閱讀、寫作及執行的網路、連結的網路、普遍存在的網路(ubiquitous web)、以智能為基礎的網路等；Library 4.0的特色有以智能為基礎的(intelligence-based)、大量的資料(massive data)、擴增實境(augmented reality)、情境感知(context aware)、尖端的展示(cutting-edge displays)和無限的創意空間(infinite creative space)。而最能解釋library 4.0的關鍵字則有智能(intelligent)、自己動手做的空間(makerspace)、情境感知科技(context-aware technology)、開放資源(open source)、大數據(big data)、雲端服務(cloud service)、擴增實境(augmented reality)、最先進的展示(state-of-the-art display)和圖書館員4.0(librarian 4.0)
研究也認為2015年一開始就是library 4.0的開端，而在library 4.0的新時代，圖書館員將會變得非常重要，他們扮演著將這些概念具體實踐的重要角色，訓練館員4.0是圖書館的首要任務。
